If after creating a new StudyMate project, you do not see the "Make Available to Course" option in the StudyMate project’s menu, it's likely because you are not logged in to the LMS with an instructor role.

Due to LTI restrictions, only an instructor role can make StudyMate content available to a course (as well as access other instructor features, like student usage statistics). Admins can impersonate an instructor to work around this restriction.
